Executive Leadership Team

Our customers rely on us to align strategically with their mission and vision. We accomplish and maintain this alignment goal through a formal strategic planning process. Our workforce working closest with our customers provide crucial insight and understanding around the challenges facing our customers. VSTI staff also provides creative recommendations on areas of potential enhancement across VSTI operations as input into the strategic thinking process. Key members from VSTI’s management staff comprise the Executive Leadership Team. This group is responsible for designing the company strategic plan and is accountable for its effective communication and execution throughout each year.


Dwayne Robinson

Dwayne Robinson is Chief Executive Officer of Vision Systems & Technology, Inc. Mr. Robinson founded the company in September of 1997 and is responsible for the leadership and overall management of the firm today. Mr. Robinson’s desire in 1997 to build an ethical team of talented professionals who are focused on quality and committed to delivering innovation to customers, is realized today in VSTI. Together with a team of talented individuals, Dwayne is working to provide high-quality solutions that support the needs of the Federal Intelligence Community, the Department of Defense, and commercial clients.

Mr. Robinson's commitment to customers is matched only by his commitment to the VSTI team of employees and their ongoing personal and professional development.

Mr. Robinson holds a Bachelor of Science degree in Computer Science, a Master of Science degree in Management of Information Systems, and is currently pursuing a Doctorate in Organizational Leadership.

Shaydra Tisdale

Shaydra Tisdale is the Chief Financial Officer (CFO) of VSTI and has been with the company since its inception in 1997. Ms. Tisdale brings over 20 years of Finance & Accounting experience, with expertise in managing organizational departments, personnel, and tactical and strategic financial planning. Ms. Tisdale’s knowledge and experience with the Federal Intelligence market sector has been crucial to managing the successful financial growth of the firm over the last decade.

In her role as CFO, Ms. Tisdale successfully implemented accounting policies and procedures from start-up, which included all Federal Acquisition Regulation (FAR) requirements that resulted in the requisite Defense Contract Audit Agency (DCAA) approvals. Ms. Tisdale was responsible for implementing and establishing approved labor rate structures, billing system and the accounting systems required to do business in the government sector. She is currently responsible for managing all phases of the accounting life cycle, managing costing in bid and proposal efforts, and overseeing the overall financial strategies of the company.

Ms. Tisdale holds a Bachelor of Science degree from Long Island University in New York City and is a Certified Public Accountant, licensed in the state of Maryland . She is also a member of the Maryland Association of CPAs.

Bryan Harris

Bryan Harris joined VSTI in 2001 and brings more than 10 years of technical expertise spanning both electrical and computer engineering. Harris is responsible for driving and aligning VSTI’s technical vision and technologies with engineering best practices to deliver innovative and cost effective solutions to VSTI customers.

In addition to his corporate responsibilities, Mr. Harris also leads VSTI’s Technology Consulting Group (TCG), a team of senior consultants who perform ongoing research in emerging software standards and technologies, establish partnerships with commercial vendors, and develop integrated solutions for VSTI customers. TCG consultants are experts in their respective fields and bring deep technology experience, systems engineering, and strong communication skills to help customers succeed with their technology roadmaps. Much of the work developed by VSTI engineers and the TCG is featured in VSTI’s Advanced Solutions Lab (ASL).

Mr. Harris has served in several leadership roles in the development of enterprise software systems and service oriented architectures in the areas of knowledge management, enterprise search, and information extraction. Currently, Mr. Harris is focusing on the integration of stream processing technologies with 2nd generation federated query architectures as an innovative approach to real-time alerting and analysis to intelligence analysts. Mr. Harris holds a B.S. in Electrical Engineering from Drexel University and is an experienced senior Executive with strong skills in strategic, tactical, and management aspects of technology and services.


Rhonda Johnson

Rhonda Johnson joined VSTI in 1999 and currently serves as VSTI’s Vice President of Federal Solutions. Ms. Johnson is an industry leader with more than 20 years experience in the management, design, development, engineering, documentation, and installation of software systems for the Department of Defense.  

As Vice President, Ms. Johnson is responsible for the oversight of all VSTI Federal programs. Ms. Johnson also focuses on developing a team of experts that are passionate about leading edge technologies, establishing new business opportunities, and creating lasting relationships with VSTI partners. Ms. Johnson's responsibilities have encompassed software engineering, program management, business development and corporate process improvement initiatives (e.g. ISO 9001 certification support).  She applies her technology and management expertise to plan, organize, and execute complex software development projects involving cross-functional teams that combine elements of strategy, planning, business prioritization and project management.  Ms. Johnson has led large technical teams and many system and software development projects. She is skilled at communicating technical and non-technical material to large forums, high-level management, and peers.

Ms. Johnson holds a Bachelor of Science degree from the University of Maryland, College Park and a Master of Science degree from Johns Hopkins University.  She is a certified Project Management Professional (PMP) and member of the Project Management Institute (PMI).




Christine Surguy

and Consulting

Christine Surguy joined VSTI in 2003 and currently serves as VSTI’s Director of Management Consulting and Support Services. Mrs. Surguy has more than 20 years experience with the Department of Defense.  She manages programs that provide full life cycle support from requirements definition and management to systems delivery and sustainment with a focus on integrating commercial technologies into the customer specific domains.Mrs. Surguy holds a Bachelor of Science degree in Business Administration.  She is a certified Project Management Professional (PMP) and member of the Project Management Institute (PMI).

Director, Security

Donald Holtzclaw started with Vision Systems & Technology in October of 2002 and has over 24 years of Security/Facilities experience.  Mr. Holtzclaw has been a member of the National Classification Management Society for 15 years.  He has been a member of the Industrial Security Awareness Council of Central Maryland since its inception.  Mr. Holtzclaw is responsible for the Security and safety of all VSTI employees.  He has extensive experience in all aspects of the security field   Mr. Holtzclaw's diverse experience in security and facilities management enables him to continually work on improving the work environment for employees.

Melissa Harris

Human Resources

Melissa Harris began her career in Human Resources at VSTI in January 2002. Ms. Harris graduated from Iona College in New Rochelle, NY with a Bachelor of Arts Degree in Psychology.  Ms. Harris is a member of the Society for Human Resources Management (SHRM) and the Ace Group. As a PHR-certified Human Resources professional, Ms. Harris is responsible for VSTI corporate HR policy and procedure, new developments in the HR field and the most important VSTI asset – the people.

John Robinson

Corporate Recruiter

John Robinson joined VSTI in February of 2004 to manage VSTI’s recruiting department after more then 20 years of working in management and customer relations. Mr. Robinson works closely with VSTI Directors and Managers on a daily basis and is responsible for identifying the best and the brightest talent that become candidate employees for VSTI. Mr. Robinson's knowledge of the recruiting industry and exceptionally strong interpersonal skills enable him to identify candidate employees whose career goals and aspirations align well with the corporate culture and strategic vision of the firm. Mr. Robinson attended Kingsborough College with a major in Psychology.
